i guess theyre going to ignore the Britain's Department of Health study that vaping is 95% less harmful than cigarettes.

The bill was passed - but the laws haven't been proclaimed yet. They're still scratching their heads over which regulations to enforce and how.
A classic "cart-before-the-horse": - get the law passed - then figure out if it makes sense or not.
