This is not a surprise. I hope it is a wake up call.
Liquids with buttery/custardy/creamy flavours = more than likely contain diacetyl/acetylpropionyl/acetoin.
The good news is ECTA has been testing for diacetyl. The other good news is Acetyl Propionyl was brought forth last month and the tests that are being done right now are being tested for it!So, YaY CANADA!

wow.... I'm sooo relieved!
I know that sounds strange but I was really hoping "Diacetyl" would be the issue - cause I was imagining all kinds of really bad other things and the announcement that some additional undesireable chemical would be identified and we'd be then trying to figure out how to get that out of our eliquid too.
It's taken quite awhile to figure out how to effectively identify Diacetyl when it's not on an MSDS sheet or elsewhere listed in the raw materials used for eliquid. So while 69% is a really high percentage, at least we have the processes to find that niggling little chemical and eradicate it.
A "wake up call" for sure - an alarm clock. It's time to wake up. Appears that Diacetyl is a pretty common additive in "diacetyl free" flavor bases. I hope eliquid makers can take this information and use it to make a better product.
The flavors that were tested were all relatively the same variants, "Tobacco extractions vs Synthetic", so Dr. F was very surprised to see the Diacetyl present in the first place. Then to have 69% of the samples present with this, it was shocking.

So if someone doesn't test, how can they claim flavors/liquids are free of contaminants.
And therein lies the problem. You may have the latest, greatest, most fabulous eliquid on the planet- but if you DO NOT TEST, you do not know.
My mother always said "Don't tell me, SHOW me" and of course she was right as mothers often are. SHOW ME! Don't care who you are- if you aren't an ECTA member and you don't test your liquid, I'm not buying from you. Period. Spent too many years intentionally doing harm to myself via smoking- if this is a safer alternative- than prove it. Favouring companies either have to step up and test, and sometimes that will include eliquid producers as well, or stop saying they do not contain these ingredients.
